Recent adjustments to FHA policy have significantly reshaped financing options for visa holders. Under the revised rules, non‑permanent residents are now excluded from FHA eligibility for Title I loans (which include property improvements and manufactured-home loans). This change tightens the window for many prospective immigrant buyers.
Fannie Mae’s Economic & Strategic Research (ESR) Group has revised its expectations for mortgage rates and housing activity, offering a more tempered view of the market’s recovery path. In its September outlook, the ESR team now projects the average 30-year fixed mortgage rate to fall to 6.4% by the end of 2025 and further down to 5.9% by the close of 2026.
The Federal Reserve’s anticipated quarter‑point rate cut has sparked optimism—but mortgage rates aren’t likely to tumble in tandem, leaving many buyers and refinancers with modest gains at best. Short‑term rate moves from the Fed often lose their punch by the time they reach consumers.
With a Federal Reserve rate cut all but certain in the coming days, financial professionals are advising Americans to brace for a new wave of economic ripple effects. While markets have priced in a quarter-point reduction, the move could still influence everything from mortgage rates to savings yields—and not always in obvious ways.
August saw a dramatic shift in mortgage market behavior as rate-and-term refinances surged and non-QM lending hit its highest level to date. While purchase activity continued to cool, a wave of homeowners rushed to take advantage of slightly improved rates, and lenders expanded their reach with creative non-agency loan offerings.
Everyone is getting back to their normal routine – it is important that we work together this year to help homeowners save their home, if possible. Fannie Mae has announced a program, which I feel is exciting and hopefully will help borrowers save their home.

There is confusion over just who can certify that a manufactured home foundation is permanent per HUD requirements. The simple answer is this. Only a professional engineer or registered architect can certify permanent foundations on existing manufactured homes whether under the September 1996 Permanent Foundation Guide for Manufactured Homes or the newer HUD Model Installation Rules.

In addition to FHA and VA loan processing, another government lending program making a market comeback is Guaranteed Rural Housing (GRH). For areas and borrowers that meet the program criteria, this is truly one of the last 100% programs left standing.

FHA uses a standard ratio guideline of 31/43 for files that do not receive automated approval or for files where borrowers have insufficient credit or no credit to obtain AUS approval.

It’s amazing to me how few people really understand the importance of and the actual value of their credit report. Most really have no idea what credit really is and how important it is in one’s life. We see so many credit reports cross our desk with patterns of late payments, low fico scores, charge offs, collections, judgments and tax liens and it’s always frustrated me because in many cases, I don’t feel that it’s necessarily the individual’s fault.

I usually check HUD’s Mortgagee website at least once daily for any signs of newly issued Mortgagee Letters that haven’t yet been announced. Today I see that Mortgagee Letter 2009-42 is posted and the subject is Sub-Servicing of FHA-Insured Mortgages.

I have said it before and I will say it again and that is, do not believe everything you hear or read for that matter. In this particular instance I am referring to AUS Findings. I have had countless conversations with processors and loan officer who want to know why I am asking for documentation that the AUS findings have clearly stated wasn’t needed or worse, they can’t believe I am turning a loan down that has an Approve/Eligible. So here it is again and pay particular attention to the details because just because you have an Approve/Eligible or Accept doesn’t necessarily mean you have a done deal.
